Community Organization
EOC provides assistance to the low income community and to the community
at large in organizing the community around issues that affect their
lives. Important among these issues are drugs, youth violence, housing,
education and primarily employment opportunities.

Advocacy
Advocacy is a necessary adjunct to both community organization and
service delivery. Although the EOC is not a service delivery agency,
it is charged with the responsibility of advocating for clients
in order to insure that they obtain services from various human
service agencies and so that they are treated fairly when there
are opportunities for employment or when there are problems with
the police, the courts or a need for fair hearings.

Housing
Services are provided through special programs for Emergency Housing
Assistance, Emergency Food and Shelter and advocacy and organizing
are provided to
low-income residents in their landlord/tenant dealings and for intervention
when eviction is threatened.

Nutrition
Each center has an Emergency Food Pantry and the means to refer
individuals or families for additional assistance when warranted.
In these instances advocacy is also provided. The Food Stamp assistance
and advocacy; WIC referrals are made; Nutrition Workshops are held
for the community.

English As A Second Language
Referrals are provided as well as tutorial, homework assistance
and other educational opportunities. Referrals are made when necessary
for educational assistance, intervention and advocacy are performed
within the schools. Higher education assistance is provided including
information about EOC/CEDC Martin Luther King, Jr. Scholarship Program.

Senior Citizen Program
Advocacy is provided for Senior Citizen as well as Health and Nutrition
workshops. Centers serve as employment sites for Foster Grandparents
and for seniors employed through the Senior Community Services Program.

Aid to the Foreign Born
Community Organization Advocacy and other services provided to the
foreign born reflect those provided to the population at large.
In addition, they receive Immigration Assistance, Court Advocacy
and Translation, free Income Tax Services and Community Assistance
and English As A Second Language program referrals.

Youth Development
All Centers provide opportunities for youth leadership development
through local Youth Councils. Sports programs are provided. Recreation,
tutorial and leisure time activities are conducted.
